A two-phase statutory public inquiry into the Southport murders was formally launched.
Home Affairs Minister Yvette Cooper said the first phase would look at the circumstances surrounding Axel Rudakubana’s attack on a Taylor Swift-themed dance class last summer.
It will focus on issues of policing, the criminal justice system and the multiple agencies involved in the attacker who killed three girls-seven-year-old Elsie Stancombe, six-year-old Bebe King and Alice da Silva Aguiar, nine.
This follows the revelation that Rudakubana referred to the government’s occurrence scheme on three occasions, with the cases closed each time.
The second phase of the investigation is expected to investigate the larger issue of children and young people in extreme violence.
The investigation was also made statutory, which means that witnesses can be forced to give evidence.
Ms Cooper said: “The brutal murder of three young girls: Bebe, Elsie and Alice in Southport were an unthinkable tragedy – we owe it to their families, and everyone who was affected on that awful day to quickly understand what went wrong, answering difficult questions and doing everything in our power to prevent something.
‘The Southport investigation will give insights into any failures that allow a young man with a previous history of violence to commit this horrible attack.
“Sir Adrian Fulford will bring a wealth of legal and criminal expertise to this role, and I’m glad he agreed to investigate.”
