Durham Area Police are issuing warnings about high-risk offenders who have been recently released into the community.
Keith Theodore Constantin, 45, was released after being sentenced for violating court orders and is currently living in Oshawa, police said.
Police say Constantine has a history of serious criminal convictions, including sexual assault, weapon assault, robbery, possession of explosives and multiple probation violations.
The Durham Regional Police Department said he poses a significant risk to the community, especially children, who will monitor Constantine’s whereabouts and he will be subject to electronic surveillance.
DRP says Constantine is:
- Unless minors are accompanied by adults over 21 years of age
- No community centers may be present in any daycare, swimming area, public swimming area, school ground or playground where children may be present, or any children under the age of 16 years of age.
- Unless subject to medical prescription, waiver, purchase or consume drugs, narcotics or controlled substances.
- Abandon, purchase or consume alcohol or alcohol products
- Do not own or possess any weapons.
- Obeying curfew from 11 a.m. to 6 a.m.
- Do not use the Internet or other digital networks.
Any suspicious or dangerous behavior should be reported directly to the police or the criminal stopper.
