Minot, nd – The mayor of one of the largest cities of North Dakota resigned after investigating him wrongly sent a casual video to the city lawyer.

Minot Mayor Tom Ross resigned on Tuesday, on the same day an investigative report was publicly announced, which found Ross sent a video to himself, masturbating to city lawyer Stephanie Stalheim in January. He sent the video minutes after the two called a phone call, discussing the suicide of a police officer.

Ross asked Stalheim to delete the video, not watch it and keep the incident between them, the report said. Ross told an interviewer that he had recorded the video at home during a lunch break and intended to send him to his romantic partner, not Stalheim. He had said it was a “sexy video for his girlfriend.”

The report says Stalheim struggles to make an official report. Ross was her direct leader, and Stalheim’s annual review was in anticipation at the time, the report said. Her complaint demanded an apology from Ross and he plans to resign for mayor.

The researcher found that Ross’s behavior “directly caused Stalheim’s inability to work in an environment free from unjustified sexual harassment and created an offensive working environment.”

Ross said on Wednesday that he assumed full responsibility and bears Stalheim “for the most in terms of respect and respect.” He said he did not resign earlier, “to respect the process.” He plans to focus on himself, to heal and move forward with his family, he said.

Telephone and email messages looking for a comment were left for Stalheim on Tuesday.

The Minot Municipal Council voted on Tuesday to appoint a mayor of the council after 15 days, which is the time frame for citizens to submit a petition for special elections.

Ross was elected mayor in 2022 after serving two years in the City Council. Minot, about 50 miles (80 kilometers) south of the Canadian border, is home to more than 47,000 people.
