Roy Winter, 61, was detained in police custody on Tuesday after he was released. He was charged with 11 offences, including arson, manufacturing or possession of explosives, using explosives to cause serious personal injury, mischief, nuisance, attacking peace officials with weapons, speaking threats and possessing weapons for dangerous purposes.
