Authorities said a helicopter hit the Hudson River near Manhattan on Thursday.
The fire department said a report from a helicopter was received at 3:17 pm local time.
Videos posted on social media showed that the plane was mostly flooded and poured into the water.
The fire department said it had units that carried out rescue operations on site. Multiple rescue ships were seen in the video of the hovering plane.
The rescue ship is near the ruins near the Manhattan waterfront, at the end of a long maintenance dock near a ventilation tower in the Dutch Tunnel.
