The State Department said on Friday that it officially closed the US Agency for International Development in what could strike a final blow to the obsessed foreign aid agency.
In a note distributed to USAID employees and received by ABC News, Jeremy Levin, the agency’s new deputy director and a former ministry official, it says that the State Department “intends to take responsibility for many USAID functions and its continued programming.”
The State Department “will strive to withdraw immediately from the independent USAID operation” and “evaluate” whether to redirect some unknown number of employees to “take over the responsible administration of the rest of the rescue of life -saving and strategic programs on USAID,” the note said.
“This transfer will significantly increase efficiency, accountability, uniformity and strategic impact on providing foreign assistance programs – which will allow our nation and president to speak with one voice in foreign affairs,” according to the note.
“This will also eliminate the need to continue working as an independent establishment,” the note said.
As part of this move, the note said, “All non -standard positions in USAID will be eliminated.”
Trump administration officials, including Elon Musk’s Doge Group, are led to dismantle the agency by dismissing thousands of employees, canceling funding for more than 80% of its programs and rejecting its Washington, DC, the headquarters.
The decision is expected to completely dissolve the Federal Agency to provoke legal control, according to experts who have stated that such a move will usually require congressional approval.
The stands were placed under the coated seal of the US Agency for International Development (USAID) in Washington, Colombia County, on February 7, 2025.

In a statement, Secretary of State Marco Rubio said the administration officially moved to Sunset USAID and that foreign aid would officially be administered by the State Department.
“Thanks to President Trump, this delusional and fiscally irresponsible era is already over,” Rubio said in his statement. “We reorient our foreign assistance programs to bring ourselves directly to what is the best for the US and our citizens.”
“We continue significant rescue programs and make strategic investments that strengthen our partners and our own country,” Rubio says in his statement.
The Trump administration critics say that his efforts to annul the agency will mutilate American influence abroad and will have detrimental effects on some of the most vulnerable populations in the world, which relies on US funding for healthcare, food and other basic needs.
The State Department also stated that its leadership, together with the USAID management, had informed the congress of its intention to reorganize some USAID functions in the State Department until July 1 this year.
The overall impulse for the removal of USAID and the reduction of the agency’s staff is disputed in numerous lawsuits.
